I feel compelled to comment on this post. This is not something I do often. Firstly I agree with the fact that competent drivers are rare, and that we as a society need to improve our driving skills. I also agreed that speed is not the 'culprit' in the cause of accidents, but certainly increases the probability and the severity of the consequences if or when an accident occurs. It is the behavior of an individual that 'CHOOSES' to speed that is the 'CULPRIT'. It is the individual RISK we are willing to take (chance), based on the skill, knowledge and desire (Competency) that allows us to make informed and competent decisions.
