A puncture at any speed is very bad. At high speeds it's even more likely to end in disaster, but that's not really an argument. The solution is to avoid punctures.

Also, I drive a fairly light car at fairly high speeds, and I do feel the blowing on windy days. If I was an incompetent driver, it could end in disaster. But I'm not, and I find that it's quite easy to move my steering wheel the sixteenth of an inch that is required to adjust for the wind.

THe people who can't do that shouldn't be on the road.
