I would assume it is possible to do X speed while in a pouring rain. There are a few things you don't know about that statement that come into play.

First, the road surface: How the road sheds water is one of the most important facts to consider.

Second, what does 'pouring' define: One mans pouring can be another's drizzle. In conversation we tend to use descriptive terms like pouring in the assumption that we both understand it the same. Technically though your assesment of the amount of rain can be affected by a number of factors including the speed you are traveling.

Third, the required level of intelligence: If someone is stupid enough to travel at 130 MPH in the pouring rain, should you trust them to be telling you the truth?
