On 03/24/2012 it was 0720 on a Spring Phoenix Arizona morning. I was heading East and waiting for the Green Arrow that would give me the go-ahead to make a left turn onto the Freeway. The Green Arrow came on and even squinting I could barely make it out. I took my foot off the break and proceeded to make my left turn. A few seconds later another car heading West came directly out of the rising Sun - ran the light and hit me almost head on. Both cars were totaled. The Insurance company gave the Red Light Runner 80% of the guilt and gave me 20% because I couldn't see the other car and avoid it.
I think the the City of Phoenix should have gotten the 20% part because a simple shield behind the light could have make all the difference in the world and the Red Light Runner would merely have gotten a horn blast. (There is room behind the traffic light because I looked at it on Google Earth)
